Add option to animate gifs in thumbnails

In the thumbnail view, is it possible to see a preview of the animated gif?

Could be via mouse-over, or fully animated thumbnails.

It seems to currently be a limit of Windows Explorer, see this Github link: https://github.com/microsoft/PowerToys/issues/5377

Everything uses the system to render previews.

Third party preview handlers can be installed.

You'll need a third party preview handler to view animated gifs.

Currently, there is no animated GIF or PNG explorer preview handler.
No problem for file managers which integrate IrfanView for previews,
it displays such animated images fine.
