Changing the quotes

How do I find a word in quotes in any text and replace it with a literary quotes mark?
Example:
szybko zaczęli je "numerować i nazywać je"
Replace with:
szybko zaczęli je „numerować i nazywać je”

1. It is not possible for a very large amount of text (limitations of processing by the browser.
2. Changing the formatted line TXT file results in loss of formatting.
So it will not be 100% orginal.
3. Other reason why not possible!
There are an odd number of double quotes, preventing the conversion of straight quotes to smart quotes.
4. Completely different, unexpected quotes, please again read
example quotes #post1
“hej” ja“ - ”
That's why it's better to do it in the editor.
