With a quick look, I'll say setting tolerance to 1000ms will work.Please try setting your length_dupe_tolerance to 1000 milliseconds.
Does the issue persist?

While I opened & searched through, I made no changes, nor did I "re-save" the file, so the Reload prompt would not apply.Did you see a "Reload configuration file?" message?
